Have your say on interoperability and on support for health data holders: A 27 February 2026 deadline

Are you a European Health Data Space (EHDS) implementer? Do you need to implement the European EHR exchange format? Or do you need to collect, process, or make data available in the “EHDS2” (the European network of secondary use of health data) as a health data holder, intermediary, or a data user?

Rapid responses to two quick (15-minute) surveys are welcome before 27 February 2026.

EHTEL has been invited to promote two surveys to its membership, led by a recently launched support centre and by a support mechanism for health data holders. In turn, both surveys are supported by the European Commission.

EHTEL is keen to see EHDS implementers’ needs represented in the response to both surveys.

Use this opportunity to have a direct impact on how interoperability and standards, and the secondary use of data in the EHDS, all go forward in the future!

Survey on interoperability and standards

This survey is on the Electronic Health Record, Format, and Systems Interoperability & Technical Standards. It is the first in a series of six surveys, which will each take place around every six months. Answering the survey takes around 15 minutes.

The survey is launched by the Support Centre for the European Electronic Health Record Exchange Format (EEHRxF) and for the Interoperability and Security of Electronic Health Record Systems – a centre contracted by the European Commission to provide implementation support over a three-year period. The services are run by EY, a major international professional services group, and by FORTH, the Greek Foundation for Research and Technology.

Is the survey for me?

The survey’s target respondents are all those organisations, in all 27 European Member States, which will need to implement the European EHR exchange Format (EEHRxF) in order to comply with chapters II and III of the European Health Data Space (EHDS) Regulation.

What does answering the survey offer?

Contributing to this survey will enable you/your organisation to state the kinds of important support needed to implement the EHDS in terms of:

  • Challenges faced and benefits
  • Familiarity with EEHRxF technical standards
  • Helpful digital tools
  • Helpful engagement processes
  • Overall organisational readiness

As a result, the Support Centre will be able to identify the kinds of support that EEHRxF implementers actually need.

What else to know?

Follow-up to the survey may lead to the opportunity to get involved in an in-depth interview and/or to attend a thematic workshop.

The Support Centre is also likely to keep people informed about meetings, webinars, and conferences that it is due to organise.

A stakeholder mapping exercise on secondary use of data in the EHDS

This survey is dedicated to the secondary use of health data as is specified in chapter IV of the EHDS Regulation. Answering the survey takes around 10-12 minutes.

The survey has been launched by the  IDOM-IACS consortium . It is contracted by the European Commission to provide support for a three-year period to health data holders, intermediary entities and data users.

  • Identify needs and expectations.
  • Understand the current European landscape.
  • Support effective implementation of the EHDS at European Union level.

Among the secondary uses of data: research, innovation, policy-making, patient safety, and regulatory activities.

The survey results will help the IDOM–IACS  consortium to assess the types of support that these three types of organisations need in order to comply with the EHDS Regulation.
